Psychological Medico-Legal Report (MLR)
A comprehensive psychological medico-legal report for use in First-tier Tribunal, Upper Tribunal, and Home Office proceedings.
From £1,500 | 5 working days from assessment | Urgent 48-hour service available | Payment required before assessment
The First-tier Tribunal (Immigration and Asylum Chamber) Practice Direction of 1 November 2024 requires expert reports to not exceed 20 pages. Alla’s first-assessment MLRs are prepared to a maximum of 20 pages as standard — fully compliant, and structured to deliver the complete clinical picture within that limit.
What the Report Covers
Every MLR is comprehensive, clinically rigorous and structured to meet the requirements of expert witness reporting, with Alla’s overriding duty to the Tribunal confirmed throughout.
Assessment Process
Assessment is conducted by secure video link or call. The assessment typically lasts up to two hours. Alla will review any documentary material provided with the letter of instruction prior to assessment.
Following assessment, the report is prepared, quality-checked by Alla, and delivered as a secure paginated PDF within the agreed timeframe. Alla is available to answer questions about the report following delivery.
Reassessments and periodic updates are accepted. Where a client has been previously assessed and a case requires an updated psychological opinion — for example for an Upper Tribunal appeal — Alla will prepare a reassessment report drawing on the prior assessment and updated psychometric data. Reassessment MLRs are prepared to a maximum of 15 pages.

Frequently Asked Questions
What information do I need to provide when instructing?
Your letter of instruction should include your firm name and SRA number, the client’s full name and date of birth, the case type and all relevant reference numbers, the purpose of the report and any specific questions you need Alla to address, any supporting documents, and your required completion date. Email to [email protected].
Can the report be used in Upper Tribunal proceedings?
Yes. Reports prepared by Alla Davies have been used in both First-tier Tribunal and Upper Tribunal Immigration and Asylum Chamber proceedings, and in Home Office asylum and immigration matters. Every report includes a statement of compliance confirming Alla’s overriding duty to the Tribunal.
What happens if the report is challenged on regulatory grounds?
Alla is experienced in responding to procedural challenges including challenges to her regulatory status. She is willing to correspond with the Home Office or opposing parties where required and can provide a written statement of qualifications and methodology to accompany any submission. See the About Alla page for full details of her regulatory position.
Is a reassessment available?
Yes. Where a client has been previously assessed and a case requires an updated psychological opinion — for example for an Upper Tribunal appeal — Alla will prepare a reassessment report. The prior report and any new documentary material will be reviewed before the reassessment. Reassessment MLRs are prepared to a maximum of 15 pages.
Is the PCL-5 available?
The PCL-5 is available on request at no additional charge. GAD-7 and PHQ-9 are administered as standard on all full MLRs. If you anticipate that PTSD symptoms will be relevant — for example in cases involving trafficking, modern slavery, domestic abuse or claimed persecution — request the PCL-5 in your letter of instruction.
